Sleeve: With your elbow bent, measure from the middle of your back, directly below the neck, across the shoulders and elbow down to the wrist. Total inches is your sleeve length.
Waist: Bend to one side to find the natural crease of your waist. Measure at this point keeping the tape comfortably loose around your waist.
Hip: Measure around the fullest part of your body at the top of your leg.

United StatesThe material and general cut of these shorts are great. They are snug through the hips and thighs. However, I would benefit from a 31 waist size option. I know a 32 would be large at the waist and 30 is a bit too snug for comfortable all day wear. I hate wearing shorts or any garment with excess material. Shorts that are too big force you to wear a belt that cinches tight. I would buy more if the waist was just right.
